There’s a changing of the guard going on at the Volusia County Council.
District 1 Council Member Andy Kelly and District 3 Council Member Joie Alexander attended their last council meeting Dec. 20. District 4 Council Member Carl Persis and County Chair Frank Bruno had already stepped down from their posts earlier in the year.
New and returning council members will be sworn in for new terms during the Thursday, Jan. 10, County Council meeting, which begins at 9 a.m. in the newly named Frank T. Bruno Jr. County Council Chambers, inside the Thomas C. Kelly Administration Center, at 123 W. Indiana Ave. in DeLand.
There are four new members: District 1 representative Pat Patterson, District 3 representative Deb Denys, and District 4 representative Doug Daniels will be sworn into office, along with
Three County Council members are returning: District 5 representative Pat Northey, At-large Council Member Joyce Cusack, and District 2 Council Member Josh Wagner. They will also take the oath for their new terms of office.
The old guard did not disappear without notice.
All were honored during the Dec. 20 meeting, plus one more: The day was proclaimed Missy Kelly Day to honor Council Member Kelly’s wife for her unofficial work for District 1. Missy Kelly regularly attended County Council meetings, and her husband, Andy Kelly, called her his partner in representing the district during his six years in office.
Missy Kelly made an unsuccessful bid for the District 1 seat in the 2012 election, losing to Patterson.
Council members had words of praise and farewell for each other.
Member Joie Alexander summed it up.
“Saying farewells is always an emotional time,” she said, adding that she felt blessed to represent wonderful people in Volusia County.
Alexander noted that individual council members have little power. She said she “learned in a hurry, it takes a team. You can’t do anything without four votes.”
Alexander also quoted Will Rogers, saying, “Don’t let yesterday eat up too much of today.”

I had a bum come up and ask me for $5 bucks, I said why so much, he said normally he asks for ten but he figured I needed a deal.
Anyways I laughed and told him to become a professional bum and form a non profit organization, that way you get free money and no taxes, he said I already get free money and no taxes.
BUMS 'R' Us Inc. will get $55K from the council tommorrow...$25k for softball $30k for other garbage. No one will ask , how did this **** get on the agenda...who is running the show?
Sadly you will just be labeled a grouchy old man, AKA A-- Hole, and the well connected will continue to rule over the County and your money. You tend to be a bit more radical then most, however, there are many of us, WHO KNOW WHAT IS GOING ON, who agree with you and who support your views. I am hopeful for change with the new County Council, but I feel it will not take long before we are back to the same ol same ol.
Hopefully the new councilmembers will quit giving taxpayer money away to non profit organizations.
There are 2547 tax dodging, tax exempt freeloader orgaizations in Volusia County with assets totaling over $2.9 BILLION
