City officials are working to enable a businessman to fill one of the biggest empty retail spaces in Deltona. A proposal to open a mini-mall in the now-defunct Winn-Dixie at 1200 Deltona Blvd. awaits further work at City Hall. The mini-mall, as currently envisioned, would not be legal under the city’s code because it would be an indoor flea market. The space would be partitioned for different merchants and would have to meet other regulatory standards, the City Commission agreed.
“You don’t want it looking like Ali Baba’s and the 40 thieves,” said Mayor John Masiarczyk.

Are you kidding, this what Deltona is and always will be.
The real city is Orange City - heck even Enterprise is more of a City than Deltona will ever be. It is the South Florida way of thinking.
