Half of the 40 people in attendance raised their hands when Lake Helen City Commissioner Ann Robbins asked who was at the budget hearing to protest the millage rate.
Disgruntled shouts and mumblings punctuated the discussion throughout the workshop.
For those unhappy citizens, it came down to two things:
No. 1 — Their Lake Helen taxes may only go up $20 or $30, but it’s their $20 or $30, and they can’t afford another dime.
No. 2 — The commission is no longer listening to those who put them in office.
Robbins brought forth a proposal to cut the salaries of the 19 City of Lake Helen employees. That would have saved the city $52,500, and allowed the millage rate to be 4.75 mills, just 55 cents more per $1,000 of value, compared to last year’s 4.2 mills.
This year, it will be 5.218 mills. With property values declining, that rate may produce a tax decrease for some property owners, and an increase to other residents already feeling pinched.
Robbins proposed cutting $10,000 from City Administrator Don Findell’s $104,000 salary, and $5,000 from Police Chief Keith Chester’s annual wage.
Robbins further asked that all the other employees take a 1.25-hour cut each week, for a total of 2.5 hours less each pay period.
Commissioners Buddy Snowden and Cameron Lane talked about the loss of morale such a cut would cause. Lane further said it would cost more to replace employees who might be disgruntled by such a cut and leave the city’s employment.
“I think we have squeezed the employees already by not doing any raises for the last couple of years,” Lane said. “I don’t think it would be a good idea to ask them to reduce their salaries.”
Mayor Joan Duffy said, for two years, she has witnessed the hard work and dedication of the employees. She said the salaried workers put in far more than 40 hours a week.
If you take away anything, she said, you’re not going to get the same amount of work.
“They work their butts off,” Duffy said.
When the meeting was opened to the public, the people had something to say.
Resident Nancy Cox argued that with full benefits and secure jobs, the employees wouldn’t quit over a 2.5-hour pay cut.
“There are no jobs. I don’t think you can expect people to be unhappy and run off to another job,” Cox said. “There are no jobs.”
Resident Kim Webb accused the city of taking care of the needs of the few, over the needs of the many.
“You can’t hurt 19 people, but you sure can burden 2,800 people,” Webb said.
Joe Morris asked what percentage of the city budget is salaries.
“Sixty to 70 percent, historically,” Commissioner Lane replied.
Former City Commissioner Lou Benton said, “The only person complaining about not getting a raise is government employees.”
Lane said the difference in the tax on his residence if the proposed cuts were made would be about 25 cents a week. He offered to give the city a quarter each week to keep the employees from further burden.
“They just don’t get it,” Cindy Shaffer muttered from her seat. “They just don’t get it at all.”
As the meeting drew to a close, each commissioner spoke his or her piece. Lane said he felt comfortable with the tough decisions behind the proposed budget. Snowden said he respected Robbins for the time and effort she spent looking for alternative solutions, but that he agreed with this budget.
Mayor Duffy said the city’s millage has been reduced for two straight fiscal years, and that has caused the city to dip into reserves. She said a higher millage rate should have gone into effect last year.
“We can’t afford to not adopt this budget,” Duffy said.
Commissioner Vernon Burton deferred to the people.
He said his vote was not necessarily what he wanted to do, but it was what his constituents told him to do. He reconfirmed his dedication to his constituents, and said he was there to serve the citizens, and make sure they were heard.
“We all have but one vote,” he said. “I have not had one person say they want a tax increase.”
Commissioner Robbins had no closing comments after her proposal to save more than $50,000 was shot down. Robbins was the city’s finance director for 29 years.
Commissioners approved the 5.218-mill rate. The vote was 3-2, with Robbins and Burton opposing the plan.
After the meeting, citizen Cindy Shaffer said that she wasn’t surprised, because she didn’t think the commissioners would listen to the people.
“I work for a little company with 30 employees,” she said. “We took a 2.5-hour cut in pay. We still have our benefits. We still have our pay. We still have our job.”
Shaffer added, “And, I’m thankful for that.”

This is the way I see it. In good times my wife and I did not want to work for government because there were hire wages to be had and far less aggravations to deal with in the private sector. We enjoyed the good times and all of the extras that came with it while our counterparts worked just as hard for much less for us back home in Lake Helen. My wife and I both enjoyed some very sizable bonuses. We invested our extra money in real estate and when everything took a dive we lost it all. We now only have about 1/5 of our previous income. With that said, we know that Lake Helen's employees had nothing to do with the failing economy. They choose their path to serve us and we choose ours to chase the golden egg. There is no way that I could support taking from these people who have already sacrificed to serve us and they have done a good job. I am not the type of person who will pick on the under dogs. I refuse to kick others around and I do not have any respect for those who do. These people had nothing to loose because we were not paying them enough to invest with in the first place. Ill pay the thirty exta dollars a year. Leave these people alone.
People like you want to redistribute the wealth.

These people are jealous carpetbaggers who can't comprehend what is going on.
They don't understand that longtime Florida residents for a long period of time were footing most of the bill for new schools , roads and infrastructure because these carpetbaggers swarmed into Florida like locusts.
Save Our Homes was introduced for that reason. Why should people who have lived here for years have to foot the bill for people who can't stay home ?
As for the complaint about a 6,000 sq ft home vs. a smaller home. Isn't that what liberals are all about ? The "rich" should be taxed to the hilt while the "poor" should pay little or nothing .
Does the person who owns the 6,000 sq ft home have 12 children ? Why a house that large ? Are they showing off ?
Why be hypocritica and complain about property taxes but not income taxes ?

After much thought....isn't it hilarious that I ONLY pay $32.10 to the city, plus my stormwater fee of $30.
I used to pay $0 until I put the addition on the back 9 years ago. That was the best...I didn't even pay for the trash pick-up ! !

Lets do a little background research pertaining to this article. Cindy Shaffer, who is mentioned in the article as someone at the meeting who was complaining, is now paying $108.28 less a year to Lake Helen. Shaffer's annual Lake Helen tax bill on two homes and one operating piece of commercial property is only $771.72 and she says "they just don't get it". Nancy Cox, another person mentioned in the article, taxes went up $.09 cents per day. At the meeting Ann Robbins complained her taxes were going up 20%. Saying it that way makes it sound like a lot, however they only went up $20.00 (from $100.00 to $120.00 a year).
Let me point something out to all of you. The City's employees have not had a raise of any kind in a couple of years. They are doing more with less as it is. They did not ask for a raise this year, they understand what is going on in the world around them. The person who was pushing for the pay cuts, Ann Robbins, was a former City of Lake Helen Employee who is now retired and is receiving a nice retirement, that is not being reduced. Some say Ann's family is bringing in nearly one-hundred-thousand dollars a year from the government.
Sure is a different picture when you know the truth.
Generations of all mouth and NO action.

This has been in the making for 10 years and people just now see a problem ? How many people still volunteer to do anything ? I've done plenty to cover the 13 years I've been here, but no more.
Ann Robbins is the only elected person to question ANYTHING Findell spits out, like her personally or not. The majority of commissions, past & present, have followed Findell's every lead, good or bad, mostly bad.
This tiny town needs a commission, police dept. & public works like Osteen, Samsula, Enterprise & DeLeon Springs needs one. Not at all.
I would gladly pay 10 times the amount of taxes I pay to get them all to just GO AWAY ! I don't need a **** thing they have to offer. I sure didn't purchase my property BECAUSE it was in the city limits. It was cheap & I paid cash.
I'll say it again....anybody make a reasonable offer for my property ( including all rights to Lake Pearl ) and I'll be gone tomorrow,

We voted her in and we are going to vote her out. I believe in showing those who serve us a little more respect. Ann was once in their shoes and she was treated well.
