Buddy Snowden will be Lake Helen’s new mayor.
This year’s mayoral race could not have been more peaceful.
Snowden simply signed up. No one else qualified to run. He will be elected automatically.
The transition from Mayor Joan Duffy to Snowden, which will officially take place at the first City Commission meeting after the election in November, is in stark contrast to the 2007 contest. That year, Duffy wrested the mayor’s job from incumbent Mark Shuttleworth in a hard-fought election decided by a handful of votes.
There will be two contests in this year’s Lake Helen election, for the Zone 1 and Zone 3 seats on the City Commission.
In Zone 1, former City Commissioner Lewis Long will try to get his job back from the woman who bested him in the 2007 election, Ann Robbins.
In Zone 3, two newcomers will vie for the seat being given up by the new mayor. Teresa Abshire and Richard Basso qualified to run for this seat.
Because no race has more than two candidates, voters won’t go to the polls until the general election Tuesday, Nov. 3.
The Beacon asked each candidate what he or she thinks will be Lake Helen’s biggest challenge in the coming year, and how he or she intends to help the city meet that challenge.
ZONE 1
Ann Robbins
Zone 1 incumbent Ann Robbins will seek a second term in office. Robbins has been a resident of Lake Helen since 1975.
She said the city’s biggest challenge is the decreased property values and revenues.
“I plan to help in the financial planning so as to not continue to dip into the reserves to meet day-to-day expenses, as was done by previous administrations,” Robbins said. “We are losing businesses due to the economy and must try to get new commercial mom and pop type businesses in town to help build our tax base.”
Robbins said she will continue to take her direction from citizens, who are at the top of the organizational chart, and who provide — through taxes and fees — the money to run the city.
Lewis Long
Lewis Long previously served eight years as a city commissioner and as vice mayor. He is a lifelong resident of Lake Helen.
He said the city’s greatest challenge is overcoming divisiveness in the community.
“Rather than just criticize and tear down each other, we need to use that energy to build up our community and one another,” Long said. “My goals are pretty straightforward: To continue the great traditions that are an embedded part of Lake Helen and who we are, and to continually seek out opportunities to enhance our quality of life here and to help create a great experience for those who visit here.”
Long promises to work faithfully to bring about lasting solutions that benefit the entire community.
ZONE 3
Teresa Abshire
Teresa Abshire has lived in Lake Helen for 36 years.
She said the city’s biggest challenge is the economic balance of revenue and growth.
Abshire said she will work to bring new revenue to the city while keeping growth under control.
“I love Lake Helen, and Lake Helen has been good to me, and I want to give back to her, and stand up for its citizens,” Abshire said.
Richard ‘Rick’ Basso
Richard “Rick” Basso grew up in DeLand, and has lived in Lake Helen since 1978.
He said Lake Helen’s biggest challenge is ensuring the people’s month is spent wisely.
“A balanced budget is very important! But you can — and many of us have — balance a budget without increasing revenue,” Basso said. “As a business owner, if we lose 50 percent of our clients, we can’t charge the remaining clients double to balance our books.”
MAYOR
Buddy Snowden
Vice Mayor Buddy Snowden served two terms as Zone 3 commissioner and vice mayor. When qualifying for Lake Helen’s election ended Aug. 4, he was unopposed in his bid to be mayor, so he was automatically elected.
Snowden is a lifelong resident of the city.
He said Lake Helen has a variety of challenges.
“The biggest one is to maintain what we have,” Snowden said. “And preserve it.”
He added, “With the way the economy is worldwide, we’re just trying to pull the residents together. Lake Helen has a lot of community spirit. We’re trying to keep that up.”

I'm sorry that the first time we met didn't turn out the way you hoped.
My guess is.....you need to buy the book " He's just not that in to you ".
If you would have in any way suited my taste for a woman....well, who knows, but it wasn't that way.

I mentioned 1 time that I didn't agree with Robbins on the B&B and that is ranting? The difference between me and the likes of you is....I called her and told her !
Why are the malcontents waiting so long and searching so much to find this article days after it was posted? Is it just possible that they keep changing "names" ?
I have never come across such a bunch of gutless humans in my life....all want to act tough when they can hide behind a PC, but nobody wants to stand and face me, why is that? What are you so afraid of?

I had a tree from the right of way fall down on my property, a friend and I cut it up and hauled it off....I had lightning hit my water service and blow it apart, I dug it up and repaired it, no cost to the city ! I also mow close to 500ft. combined of city right of way. How about you?
You see...I don't call for city service, you do. Maybe you should be billed extra for services you seem to need.
I don't NEED any of the city "services".
As for water, I pay for the pumps, the electric to run the pumps, the manpower to check the pumps, the pipes to get the water distributed, and then I pay for the water I use.
Under your "facts" every city employee deserves a raise.
Why can you NOT get over the fact that I didn't set the tax rate on my property.... no more than Snowden, Robbins or anyone sets their rate.
I bet I have donated more of my time to the City than you could ever think about. I am no longer willing to drag the Equestrian center( which I have since it was built) maintain the irrigation there, maintain the Marquee at city hall, pay off peoples late fees on water bills, read water meters for free, donate anymore to the Cafe' or any other "volunteer" things as long as city gov't wastes money.
I treat my 24 yr. old daughter the same way...you waste, I cut you off of money.
So, you tell the truth...what have you done FOR the city ?

Most people that blog here keep straying from the gist of the converstation, and that is should your taxes be raised in order to maintain the status quo, and the answer to that is NO. Government has to realize that it is just like private business, that it is the locals that keep them in business.
I am not in anyones "corner". I own my corner and I allow in whom I choose.
I wouldn't let you list my property after seeing the dump you own and the one your broker lives in. If I was to list it again, Custom Realty would be banned from showing it.

I receive nothing from any Gov't you clown. I worked for Volusia County Utilities for a lousy 3 years. Only Gov't work I ever did. Personnel file is available.
I worked for a living, paid my dues, took an early out from a very good paying job in Wash. D.C.
So sorry for you and your kind, but I made GOOD choices, not ask the Gov't to hold my hand through life.
As for the tax...well, I bought when the time was right, price was cheap.....Volusia.org...look it up. I didn't set the price, nor the tax.
I too love Lake Helen...THE WAY IT WAS !!!!! 10 years ago we didn't have all this ****...Findell or anything like it. There hasn't been a road paved, ( by the city ) since John Smart was mayor.
As for paying more tax....for what services ?....grass mowing that looks like a 5 year old did it, some tree trimming, and some coldpatch in potholes....tough work. That is why I mow all of the right of way near my property. Pride in what my property looks like. Come see for yourself, please.
Face it Mr. LH ballless, you are in the "clique" too. So vote for the ones who want more of your money.

In this article...you see the picture of him reincarnated...Snowden marches to the same beat, says the city will fall apart if we lose Findell, and Shuttleworth & Long ran in the previous election on that platform.
Let's face the facts.....Duffy told us one thing and couldn't have done more opposite.
Thank GOD and the "save our homes " legislation that I don't have give these wannabe "politicians" very much of my money. I would quietly go away if I didn't have to give them any !
Well, in Lake Helen that is not always true. A few years back the "majority" of the voters voted "NO" to a city "Manager" so they hired Findell as a city "Administrator". It almost made me stop voting.
Dump the non existent services from Mayor or down, and pay for things that are necessary. Pay fair taxes to the county, and rid the city of corruption, which means that there is no city!
In Lake Helen, as Mr. Athey so appropriately points out, we have three over paid employees, that are not worth the tax payers additional burdening. They are salaried and should be on duty and on call all of the time. Some have pointed out that Don Findell has kept Wal-Mart out of Lake Helen, but I have to ask, when is the last time that anyone saw a Wal-Mart utilizing a septic system.
If you study business economics, you would understand that a large chain store does not locate to a location where there is more livestock than humans.
The residents here, that snipe at Ann Robins, do not understand the basic concerns of taxpayers. It is better to have someone that understands city expenses, then to have someone that believes the treasury is a bottomless pit.
Lake Helen is the only city that I know of that subsidizes a business that is not wholly independent, as in the Creative Arts Cafe. Those that argue that it can take four years for a business to become profitable, have never been in business, a bank or a utility company will not wait that long for payment. So, I have to ask is our Chief of Police a restaurant manager or is he the Chief of Police?
Please correct me if I heard it wrong......
Duffy had no clue where she was, special meeting on the budget or a regular meeting.
Lane didn't even show up with a copy of the proposed budget.
Burton needed to be schooled on the reasoning for the setting of a tentative millage rate.
Snowden ( for good reason ) had to leave, but is basically mute at other meetings concerning the budget.
Robbins chose to question things by line item.
Will the people who wish to speak up , please inform me of what exactly ( relating to finances or maintaining what we have) that Robbins has done to elicit this vein of disgust ?
I disagreed with her stance on the B&B,Tony Troy and a few other things but for anyone to question her dedication to questioning finances, is grasping at straws. She is the only rep who has questioned anything in detail on the proposed budget, and voted NO to raising the rate.
The rest of our elected reps seem to have followed the past.....Findell presents it....accept it.
So vote...it's simple, the majority rules.
I will entertain any legitimate offers for my property.
That will include my rights to Lake Pearl.
All this Ann bashing accomplishes what ? It appears there are so many angry people that they simply need a way to vent.....how sad. Remember though, the last election....Robbins vs. Long was not a close race, like all the others. Be careful what you wish for......
Just once I'd like to see bloggers from here or the News Journal stick to the issues.....vote however you please, but vote on issues, not personality or lack thereof.
There are so many guttersnipes, no wonder all the anonymity.
Duffy was the one who claimed her friendship with "John", meaning Mica, would get her whatever she wanted.
Wait till you get the proposed tax bill next week.....see if your taxes are higher than last year, and I don't mean the school taxes, but City tax bill.
I would just as soon give the city NO taxes, and let the county keep it all, maybe then we would get some "services"
I want someone to list the "services" we are trying to maintain...maybe I missed something in the 13 years I've been here.....the 3 highest paid city employees ( Findell, Chester & Mullen) should take a 10% cut across the board.
I understand so much more about what's going on in the city from listening to the minutes online. You should listen to them too - it's an eye opener. I thought Robbins was the best thing to hit the city - now I know she's what will bring it down if reelected.
How many of the 11 - 12 of us bloggers wants our millage rate raised to " maintain" what we have ?
If your property value decreased by 19-20%......and you want your City millage rate raised by 15-18%, then it's simple......
