When a property owner doesn't keep the grass cut or make repairs necessary for public safety, the city sometimes has to step in and do it.
The City of Lake Helen doesn't want to get stuck with the bill.
With so many homes owned by out-of-state mortgage holders or absentee landlords, tracking down the responsible parties and getting them to pay can be a problem.
On April 16, City Commissioners voted 4-0, with Mayor Joan Duffy absent, to toughen its law so Lake Helen can come after property owners who don't pay the city's bill.
Under the new ordinance, the city will mail an invoice to the property owner for maintenance work and any administrative costs.
If the bill isn't paid within 30 days, the City Commission can put a lien against the property. The city's lien would have "priority over all other liens, save and except taxes," the ordinance reads.
If the property is sold, the city would be second in line, after the tax collector, to be paid from the proceeds.
Property owners will be able to dispute or discuss the assessments before lien are filed.
"I am in favor of this resolution," Commissioner Vernon Burton said.
He seconded Commissioner Ann Robbins motion to pass the ordinance.
Burton said the increasing number of foreclosures has left some neighborhoods in a state of decline.
Those foreclosures are symptomatic of a declining economy, and Burton is worried about a snowball effect.
City revenues from property taxes will likely decrease, with the decline in the value of homes, he said.
"I'm the Chicken Little when it comes to where our economy really is," Burton said. "The eventual meltdown has not yet ended. The loss of jobs and houses being foreclosed on has not ended. The loss of revenue to municipalities such as ours has not been abated. We have not dodged any bullets."
He worries residents will suffer from the loss of municipal services.
City Commissioners will soon begin to look at the budget for Fiscal Year 2009-10.

I was at the horse arena....WORKING, not just for a visit. Why do you think it looks maintained ( arena) and the irrigation works on the trees & the arena ??? I also then went and fished for a while in NSB.
As for taxes, yep mine are miniscule, ( less than $500) ergo, I don't ask for anymore than one road paved PER YEAR.
What about that invite to go hunting??? I was sure you'd back away from that, no need for YOU TO MAKE THAT THREAT AGAIN, cause I'm willing to take you up on it.
As for Ms. Muir....well, no need to go there, her property speaks for itself. I took a class at DBCC with you back 15 years ago, so I know who you are and what you stand for. If you would like to dictate the discourse of this blog....buy the Beacon.
BTW...it's name is Macy Park, and yes, I did quite a bit of volunteer work on that public park too. I am willing to compare my hours of volunteer work to anybody. I've done, and continue to do my share. Can you say that Eunice or wannabe redneck???

Maybe I could take you in my boat...we fish 3 times a week, and golf two, so don't ever think you are the only person who can retire, it's just that some of us were intelligent enough to accomplish it at a younger age, before senility started seeping in.

Yeah, right, just look at the agenda for the meeting on the 7th....what a waste of money !!!
It's obviously time to go back to meetings once a month when the agenda is nothing more than pomp & circumstance.
