Lake Helen residents will elect two city commissioners and a mayor this fall.
While other West Volusia cities, including DeLand and Deltona, lengthened their city officials' terms, Lake Helen stuck with the status quo. The small city has elections every year.
In 2008, Volusia Supervisor of Elections Ann McFall asked the county's cities to adopt a four-year schedule that would shift city elections to the same time as presidential elections. Many cities did so.
Lake Helen decided to make no changes. Members of the City Commission serve two-year terms, and some of the five City Commission seats are up for election every year, so that not all seats are open to change at the same time.
Change is guaranteed this fall for Lake Helen. Mayor Joan Duffy said she will not seek a second term.
Duffy ran against incumbent Mark Shuttleworth two years ago, amid a huge controversy about the city administrator.
Duffy sided with locals who wanted to oust City Administrator Don Findell. Many thought his salary and benefits of $130,000 a year were too much for the small town. Findell submitted his resignation when Duffy took office, and the two agreed he would stay with the city part-time until November.
But last fall, Duffy changed her mind about Findell, and asked him to stay. City Commissioners Alan Cooke and Buddy Snowden sided with Duffy, forming a majority.
The three said they had come to recognize Findell's value to the city. They said they had learned his compensation wasn't out of line with what other city administrators and city managers make.
Findell rescinded his resignation.
The anti-Findell forces accused Duffy of not keeping her word.
Duffy apologized to those who felt she had let them down.
"I'm not running again," she said, then.
And she is not, though Duffy said she has enjoyed much about being mayor.
"I thought I did some good, too," she said.
Duffy is looking forward to an old-fashioned Fourth of July picnic and fireworks in Lake Helen this year. Like many cities facing economic crunches, Lake Helen cut its Fourth of July activities last year.
City Commission Seat 3, currently held by Buddy Snowden, is also on the ballot for the Tuesday, Nov. 3, election.
Snowden, who's held the seat for two terms, said he will run for one office or another — either for re-election to Seat 3, or the mayor's seat.
He said he's been encouraged to run for mayor.
"I haven't fully decided yet," Snowden said.
Commissioner Ann Robbins, currently completing her first term in the Zone 1 seat, said she hasn't decided about running for a second term.
Robbins said she's spent a lot of time on research for matters coming to the commission's attention.
"I'm thinking about it," she said.
There's still time to decide. Anyone who wants to run for office must file qualifying papers between Monday, July 27, and Friday, Aug. 7.

Your endeavor may be a laudable one with great promise...but you have got to come to the realization that THE CITY is the taxpayer. Although you have to ASK the Commission for permission, it is the citizen who pays the tab.
We have been shortchanged for the last 10 years or more on infrastructure improvements with OUR $$$$, so, in these tight times, the room for more indiscriminate spending is simply not there.
Please....continue with your private efforts to raise capital for your project....but give the taxpayer a break.
SEEMS YOU DON'T LIKE ANY OF THE LAKE HELEN BUSINESS PEOPLE, OR THE WISHES OF THE MAJORITY OF LAKE HELEN RESIDENTS. IN STEAD OF TRYING TO RESHAPE LAKE HELEN TO YOUR LIKES OR DISLIKES, WHY DON'T YOU AND YOUR REDNECK WAYS AND BUDDIES JUST GO BACK TO SOUTH FLORIDA. PLEASE, WE WILL NOT MISS YOU.
If you are truly from S. Fl. that would explain a great deal....yeah, S. Fl. a place where your elected reps can't seem to keep their hands off of young boys or can't be faithful to their wives. Intelligent, informed voters you got there.
Who the **** moves to a place based on the type of elected Gov't.?
Well, I digress, I would never again move to a place ( 15 years here ), that has as it's main bone of contention it's local Gov't. We are surely giving Deltona a run for it's money in the lack of integrity Dept.
As for Snowden's speaking....for God's sake man, LISTEN....he never says more than 10 words when he does weigh in, always piggybacking on someone else"s statements....yeah that's a man with conviction.
All you have to do is listen to William Snowden......" this City will fold w/o Findell". Snowden was, and still is a Shuttleworth crony. Remember "The Three Amigos" in the last Mayoral election ? ( Shuttleworth, Long & Snowden )
Does anyone who blogs here actually go to or listen to the minutes of meetings?
Snowden once said he had to stick with the "courage of his conviction", on NOT hiring a City employee into the teen program, part time, (1) week after this employee quit full time work with the City Utilities Dept...after begging by Shuttleworth, Snowden's courage and conviction flew out the window, and the hiring was done.
Is anyone else embarrassed when these clowns step outside of this enclave and represent the City's name ? My God, what must other people think of us? We are not all illiterate old fools with an I.Q. less than 120.
New requirement : In order to run for City office....pass a 7th grade civics course, along with a 10th grade grammar course, AND be proficient in basic computer operation.

Lake Helen City Hall is local government run amuck.
Under the terms of a triple net lease, in additon to a base rent, the rentor pays their proportionate additional amounts for maintenance, taxes, etc. The tax bill maybe addressed to the property owner, but the tenants pay the taxes seperate from the base rent. This is becoming a standard commerical lease agreement.
Why would I ( a Realist) not RealEst, want to run for any office in this town when my solution is......Un-incorporate. We keep the name but remove the middle man from reaching into our pocket and simply deal with the County.
It probably won't be long, since we are constantly operating in the red, that the state will rescind the incorporation due to bankruptcy.
If everyone who is employed or elected is so good at what they do, surely someone would hire & pay them what this small towns pays NOT !!!
Help me out here. If I'm renting or a leasee, that means I'm a paying property taxes, not the property owner?????? Correct me if I'm wrong, but the last I knew it was the property owners responsbility to pay the taxes. I don't see that she owns any property in Lake Helen per the
Volusia County Property Appraiser's site !Sorry I was off by 10.00 on the business license, but my point was made.
In regards to freedom of speech. I don't have a problem with that. It would be nice if she had something positive to say and not be disruptive during the meeting while someone else is talking. She never has anything positive to say. Maybe she should consult with Miss Manners. She would tell her that it's rude to talk when someone else is speaking!
You still haven't answered my question. Why don't you run for Mayor and solve all our problems.

FYI a Lake Helen Business license is $30.00. Also, the lady from DeLand who has a business in Lake Helen under a triple net lease pays a portion of the property tax on the property where her business is located.
Once again, lets keep to the facts! Your distortions of the truth expose your real intentions. Oh, and of a matter of fact, the the United States Constitution provides under Amendment 1 every citizen the freedom of speech. Are you implying that the lady from DeLand who has a business in Lake Helen and pays taxes in Lake Helen should be denied her consititutional rights? Shame on you!
Like I said before, ther is still time for you and others to run for Mayor and fix all our problens !!!!!!!
So many people have the answers but just complain over and over again about the same old stuff. If you are to keep on complaining, could you please get some new material. I'm just sick and tired of you and others complaining about the same old stuff for the last 3 years. Please get a life, job, hobby or something. The lady from Deland does not pay property tax in this city, All se pays is a small fee (20.00)for a business license. If she is so unhappy about the way the city is run, she should o us all a favor and MOVE!!!!!!!
Lets keep to the facts. Mayor Duffy has been less than honest with the community. As chair of the commission meetings she is the clown of the circus.
You claim she began serving in office without a city clerk, city admin and finance manager.
Hmm, then why was the city paying $48.00 an hour to Jeanie, $130,000.+ a year to Don Findell, and Janet her salary?
Please advise what other city in Florida of 2,600 residents pays their city manager/adim $130,000.+ a year.
As for the lady from DeLand who expresses her concerns at the commision meetings, why should a business owner in Lake Helen not espress themselves to the commission? Seems most Lake Helen residents are afraid of retaliation from the commission and Lake Helen Police Department if they speak up.

What would you have done that was any different. If you think you could do a better job, then why don't you run for mayor!!!!There's still time to submit your paperwork or are you just like some of the others that like to blow smoke from your computer. Come on, step up to the plate and solve all of our city's problems, Seems to me that you have all the answers, NOT!!!!!!!!
Lake Helen needs to be led by its elected officials, not its paid clerks...
Read the City Observer...her accomplishments are far and few between....she got nothing done that wasn't already in it's final stages when she took office.
The audio minutes @ the Clerks website says it all.....she has no business "leading" a meeting, let alone a City with a $2,5M budget.

As far as a new mayor, Buddy would be good, is Mark interested?
As far as Robbins, what a big disappointment. All she has done is correct minutes and be a puppet for a select few in the community. Her people skills are poor and will not get my vote again. I hope whoever runs they will have Lake Helen's best interest at heart.
