Deltona makes some changes in its City Charter

Referendum 8 must be recounted

Here are the results from Deltona's nine referendums on the Nov. 4 ballot:

Referendum 1: Should the City of Deltona establish its own municipal police department? NO, by 19,429 votes to 15,823 votes. 66.01 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 2: Should the city charter establish a six-month residency requirement for candidates for mayor or commissioner? And, should City Commission candidates be able to qualify to run for office by paying a fee instead of gathering signatures on a petition? YES, by 25,385 votes to 7,090 votes. 60.81 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 3: Should the mayor and commissioners be compensated in an amount equivalent to that of other comparable Florida cities? NO, by 18,667 votes to 13,750 votes. 60.7 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 4: Should charter officers only be appointed or removed by a supermajority (five members) of the full seven-member City Commission? YES, by 21,619 votes to 9,523 votes. 58.31 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 5: Should education be a factor in choosing a city manager, and should the city manager be given the additional duties of assisting the City Commission with developing long-term goals and strategies for the city, providing staff support for regional and intergovernmental cooperation, and submitting reports to the commission and promoting partnerships among the commission, staff and citizens in developing policy and building a sense of community? YES, by 25,591 votes to 6,527 votes. 60.14 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 6: Should an in-house city attorney be required to establish residency within the city and have full managerial authority over employees in the city attorney’s office? YES, by 22,074 votes to 9,799 votes. 59.68 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 7: Should the canvassing board be increased from two to three members, and should they be individuals who are not elected officials, or running for office, and who remain neutral in all political activity in the current municipal city election? YES, by 17,772 votes to 13,270 votes. 58.13 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 8: Should the Charter Review Committee be increased from five to seven members? (Results subject to recount, because of the closeness of the vote.) NO, by 15,560 votes to 15,504 votes. 58.17 percent of the 53,400 eligible voters cast ballots in this race.

Referendum 9: Should the number of signatures required for citizen initiative and referendum be reduced from 25 percent of registered voters to 10 percent of the total registered voters? NO, by 21,236 votes to 10,655 votes. 59.72 percent of the 53,400 eligible voters cast ballots in this race.

Voter turnout: A total of 37,608 Deltona residents cast ballots in the Nov. 4 election. The overall turnout among Deltona's 53,400 eligible voters was 70.4 percent. The overall Volusia County turnout was 75.02 percent.
