We have lost a visionary, a leader and a dear friend. We had so many plans to continue his international work with the Union of Ibero-American Municipalities, after his retirement from the Presidency!!!! My family is deeply saddened by Doug's death, our community will soon feel a great void with his absence.... my prayers are with Margaret and the family.
