Propertyrights - sounds like a big developer crying. Use the land for which it was zoned when you bought it. Don't buy it and then change the use of the land just to benefit your pocket, your neighbors have rights too.
NO2HDT - Why not put the dump in Holly Hill, East Volusia should be the dumping ground. Massive Human Waste already dominates beach side
