If HTD referendum is voted in it will only be a glorified NIMBY referendum which if not watched carefully can potentially be beneficial to certain affluent areas that cater to the elite and detrimental to poor and minority populated areas. For example: let’s not put a garbage dump or sewage processing plant in the area of Breakaway Trails in Ormond Beach, but let’s put it in near minority neighborhoods in Holly Hill and Daytona.
