Carl Reynolds was a truly great man. He did so much, much more to positively shape Volusia County government that any county official ever did. In fact, if there was any justice in the world they would re-name the Thomas Kelly County Administration Center the Carl Reynolds Memorial County Administration Center. Kelly's contributions are puny and insignificant compared to Reynolds -- who championed the county's average citizens, not just a few big wigs like Kelly.
