I heard the OC Cheif that wrote the first OC proposal did so with out consulting the OC city Mgr. The city mgr told that Cheif there was "no way" OC could provide service's at that price, which was $10K less than the county.
It will have to be re-written and and re-submitted at a much higher cost.
