Gemini Springs belongs to Volusia County Parks. Perhaps Debary has no jurisdiction? I propose parking a "bait car" there - BTW, how many car break-ins were reported there in 2012? At least the park district could post signs warning people to leave no valuables in their cars, or even surveillance cameras could be installed.
