First I would like to point out a few incorrect statements. Braman was not shot 3 times. He was shot twice. Second of all When any officers confronts a suspect, do they not ask if they are carrying a weapon? 3rd Braman had coantact with the same person several weeks prior. 4th The judge had no say so what sentence this person would receive.
