Who will now hold the grant recipients feet to the fire? Every grant recipient, both governmental and non-profit, signed contracts and in those contracts they agreed to certain performance measures. From what I have seen there is a very large number of the ECHO grant recipients that have failed to fulfill their contracts, thus they should be forced to return the ECHO money that they have received. ECHO needs to be ended, the tax payers were lied to and in my opinion it is criminal what has occurred. Richard is ever so correct, follow the money and you will figure it all out.
