Agree with both Tim and Just Thinking. All of this was about "safety", and certainly not about the money that the fines would reap, right? Very, very doubtful but a good way to sell it to the voters. Poetic that the State of Florida joined in the money grab and took their share off the top, leaving this to be a marginal fund raiser for cities and counties, not worth their time and effort. Me thinks it was all about the money from the onset and then, possibly, there might also be some safety to come along with it. Political speak, so to speak and I don't run red lights, ever.
