Let's see, which commisioners(past & present) are connected to sewer in the COD.... None. The sewer "customers" are being held hostage to pay for the proposed 415 WW plant. The S-People realize this and must take ness steps into their own hands, as the COD has failed in this regard. Your local gov't will not help you. Turn off the water for a week and learn to do without for the sake of yourselves. Learn how precious water is and understand why you're being held hostage.
Deltona's decline is evident. The population has stopped at 85k, double-digit growth has ended as of 8 plus yrs ago. The production jobs have moved to the over-seas slaves, Deltona has 95% service employment. What manufacturing exists in the COD. Building Deltona has come to a halt, how many SFR permits were issued in 2012? How many issued in 2002?
Ask yourselves "Cui Bono" from the proposed 415 WW plant? Is it only those 6k sewerers in Deltona?
