Who was the main ringleader in the Censure of Mayor Garcia?

Was it City Manager Dan Parrott? Perhaps it was VICE Mayor Chris 'Firecracker' Carson , maybe it was Dan 'The Echo' Hunt, or 'Slick Nick' Koval...perhaps Lita the 'Cheerleader'.

I do not know, perhaps the conspiritiors will step from the shadows and come clean about their underhanded sneaky little AMBUSH in NOVEMBER. Perhaps they may cleanse themselves of the guilt of knowing how filthy and underhanded they were, ESPECIALLY knowing some of the suspicious UNETHICAL votes the Gang of Four have made on the City Council for their own super selfish intrests.
