Why change anything now? The good old boys have had the agency for 8 years, what's another 4? Continue raising the budget to buy toys for the SWAT team, Anti-Crime units, Street Crimes Units, Motors Units, etc. etc. while the citizens wait longer and longer for a PATROL cop to show up at their door when they're needed.

Some things will never change. Good old boy Ben will ride through another 4 years until his hand-picked successor takes over and we go through this same crap all over again.
