As a temporary solution it seems to me that if the building at 441 S. Woodland Blvd. could revert back to being a residential rental, then ARK founder Maggi Hall could allow Jennifer Johnson to live there and a maximum of four animals could be fostered there as at any home. ARK could also attempt to organize other community members as foster caretakers in their own homes (up to the maximum of 4 allowed). And Maggie Hall could get a home occupational license for the business of community animal foster care organizer/trainer.
