Having a policy for mileage expenses is simple good sense. Mayor Garcia shouldn't object to that. Taxpayers shouldn't either.

Maybe "The Mayor" should just take half a paycheck instead of making noise about how he doesn't take payment from the city, then submitting a bunch of bills on the QT.
