The city can't investigate that type of thing, it has nothing to do with the city, but the zoning does and I ask the same question about why does the city allow this shelter in that area? Do they have an occupational license? I think the city is at fault for allowing all of this. The city brought animals there, they knew the building had to be full of animals. These animals had to have been getting better care from the shelters they originally came from. Ark people go weekly and pick up animals from other county shelters, all of these animals are not from DeLand.
