We can not just blame the school system, we also need to blame the sorry aXX parents out there. I do not know if you people have noticed but there are a lot of baby factories together with their sperm donors pumping out child after child that they expect the rest of us to take care of. This too cost the school system more. So as we are playing the blame game let us also remember the other side of the coin. As we blame the school system we also need to seek out our own acquaintance and even relatives who are sperm donors or baby factories, not parents, and let them know what we think of them as well.
