The Department heads of the county government control the information that goes to the members of the conty council. Former members of the council did not run becuase of this control of elected officials. What's to think the system has been changed? There will be a new county manager and the same department heads will control him just like they do the council. If the Department heads get the ax then the door will be open a crack for change, otherwise many will blame the lack of change on Jason Davis.
