If the animals were not being well cared for then WHY were they sent to homes? Typically when animals are abused animal control takes them for euthanization or medical treatment.
According to the article no medical attention was needed.
Any time there are a large number of cats there is odor, cat urine is strong.
Plus the police arrived early in the morning prior to runs and litter boxes being cleaned from the evening and night.
Many veterinarian offices and EVERY animal shelter I have been in have an odor.
