Maybe instead of wasting more tax payer money on this $1.2 money pit, by hiring and giving more money to the original architect whose design is possibly the problem, you might want to sue and hold him accountable for a flawed design. Or maybe the construction company for using poor material and poor construction if they did not use the materials that were specified in the plans.
