There's an easy answer to all this. Get rid of the tenure system that continually protects poor performing and ineffective teachers. Evaluate them like they evaluate employees in private industry to weed out the ones that are low performing or ones that do not provide value-added to the student. Unfortunately, the union is more interested in protecting those types of teachers and support staff than they are in raising student achievement.
